Iustinianus

ULPIANUS libro quadragensimo quarto ad Sabinum: Qui tabernas argentarias vel ceteras quae in solo publico sunt vendit, non solum, sed ius vendit, cum istae tabernae publicae sunt, quarum usus ad privatos pertinet.

Ulpian, in the forty-fourth book to Sabinus: He who sells money-changers' stalls or other (shops) which are on public ground, sells not the ground, but the right; although those shops are public, their use belongs to private citizens.
